Like all great comedy, this wouldn't be nearly as funny if it weren't so true. I've been the customer and am less sympathetic to the service provider because they so often try wriggle out of providing a contracted service.

I've also seen the case where a provider wins a contract by making a low-ball offer, but if you don't watch for changes during the award process, some rcontract equirements are dropped and the vendor recoups any losses by charging a premium when the "lost" requirements are discovered/needed afterwards.
